control is how consistent and accurate your perfect/good pitches are
consistency controls how much you miss on bad pitches
obviously lower control would affect how much you miss on your bad pitches too, but as a reference point it's hard to tell how badly you are missing if the control is low. for example:
if control was 10 and consistency was 0, you would be very accurate on good pitches, and all over the place on bad pitches.
whereas if you had control at 0 and consistency at 10 then you would be all over the place on good pitches, and all over the place on bad pitches
