In normal mode you use the L/R triggers to advance and return all runners. However, you also use the L/R trigger in combination with a base button to move a single runner. When doing this though you need to make sure you press and hold the face button FIRST and then hit the trigger. If you hit the trigger first you are telling the game to move ALL runners. It is messed up and I have no idea why they switched from CLASSIC.
In classic the L/R triggers only advance or return ALL runners. To move a single runner in classic mode you press Y (adv) or B (retreat) and tap the D-Pad in the direction of the base the running is coming from. This system works much better because it seperates the ALL vs Single runner options making it far harder to make a mistake and send ALL.

Now I get it. It makes sense now, I was getting frustated not being able to move one base runner at a time. I wish the booklet explained this better. Also the booklet should tell you the difference between classic and normal but it doesn't.
