Basically I took the Cubs ( my team) and the Twins (CPU ) and used 70 as the MAX arm strength and adjusted down from their accordingly. 70 meaning you have a cannon in real life, 60 as an avg arm and 55 as a weak arm.
For my team it worked GREAT arms felt very realistic and cut off men were a neccesity. But oddly enough it didnt really do much for CPU team. It did make a difference. The arms were weaker it seemed and they did use the cutoff man on occasion , but they still had laser cannons for arms. Torii Hunter easily threw the ball from the center field wall to home plate with no cut off man and unrealistic laser beam throws still happened by the CPU all the time.
Rondell White who I rated down to 55 threw a frozen rope from deep left to home plate and gunned me down on a play I should have easily scored on . Even with a 55 rated arm. lol
Basically what this proves is that its programmed that way and player attributes dont really effect the CPU arms for some reason. Which svcks because I really wouldnt have minded going through an adjusting all fielders arm strength if it would fix the problem.
