I would love it if WSB2k3 made it out early to catch ASB, but 3-11ish is not far off. Fat Pitcher said it has been done, but I agree, just because the coding is done probably doesn’t mean the game is done. I work for a software company (not a gaming company, I know, bummer) and in our development cycles, after the coding is done, we are heavy in wrapping up documentation. Revision after revision, making sure the content is correct, easy to follow, ect. Then there is the pressing of the game discs to deal with. SEGA probably ships the gold master out for duplication, so you are on the pressing plants schedule along with other companies, so even though WSB2K3 is on early, unless they can press it earlier, it will sit till their production time is ready.
These are just a few things that could be holding it up from coming out early.
But hey SEGA, I think we ALL would love a nice surprise if you can get it out a week early
