For the second time.... THE GAME DOES SUPPORT 480P. What you are looking at is 480P. You can complain that it doesnt look great... BUT STOP SAYING IT'S NOT 480P

I think you may be confusing the fact that you can get your xbox to output a digital signal (via the dasboard/cable) with true 480p support, which requires double texture resolution in the game's graphics engine.
Sure it looks worse when you dumb down the signal via the dashboard to 480i, but that is not the point.
Anyway, I am not the only one saying that IP does not support 480p, check the reviews and other posts on this board. It is not even checked on the game box (which granted doesn't mean all that much).
But there is a general consensus that graphics engine in IP does not have the resolution to truly support 480p.

Overall IP is an average looking XBOX baseball title. It could use some work and definitely needs 480p support next year for the HDTV gamers out there, but it’s not really ugly by any means either. If everything looked as detailed and accurate as the ballparks Microsoft would have, without a doubt, the best-looking baseball game on the market. The parks really are THAT good. Hopefully MS realizes this and is working diligently to bring the rest of the stuff up to that same level of detail. I’m really looking forward to IP 2004 to see if they pull it off because if they do, look out!
