Not crazy about mixing AL and NL together. If anything just restructure the divisions by a class system of spending: lower, middle and upper. I think the main problem with realignment as far as switching leagues, is that the reason NL teams are in the NL is not only because they don't want the DH, but they don't like the DH and want no part of it. The only thing that worries me about setting up division by revenue is teams that don't make a lot of money will never spend more or even give their team a chance to spend more.
Look at the Mariners on that list. They have one good off-season and add significant payroll and they are expected to battle it out with the Yankees and Red Sox? I'd bet that if such a setup existed, the Mariners don't add the significant payroll.
