WBC roster question... Has it always been a thing that you can play for w/e country you want?

Nootbaar and Cardinals teammate Tommy Edman will be the first players for Japan and South Korea, respectively, born in the United States and eligible for the WBC team based on ancestry. Edman’s mother, Maureen Kwak, was born in South Korea. Nootbaar’s mother, Kumi Nootbaar (nee Enokida), was born and grew up in Japan, and his two siblings were also born in Japan.Comment

We see it in other sports for various reasons. A guy might not be good enough to make his own country's team but one of his parents is from another country and he gains eligibility that way and joins that country's team. Or their home country isn't so good and they'd rather be part of a more competitive/better resourced one.
I know Freeman was part of Canada because his parents are from there.Comment

1) Want to represent their multiple ethnic backgrounds and not just one.
2) Another team's roster might be filled to the brim (perhaps USA in this case).
And anything else in between. Most notable change in Rogers centres rumored dimensions is RF/CF moving in from 375 feet to 357 feet.
CF and LF/CF are brought in too, but both are under 10 feet difference.
So that RF/CF part will be the interesting part. Walls are higher, but like I said before, new dimensions combined with analytics/things like launch angle could give the Jays a look at who would fare well with the new walls.
If you hit lots of doubles to that RF/CF corner, or just get out at the warning track, those are now all HRs.
The rest of the walls being slightly brought in but a higher wall will lead to lots more doubles in those areas.Comment
