Keep in mind that ratings do "unlock" certain animations. It's been my understanding that cold/hot biorhythms impact a player's ratings directly. Depending on what individual ratings the player has, the biorhythms could literally lock or unlock certain animations when they get hot or cold. For example, if a player has an OAWR of 84, but 85 "unlocks" the next tier of animations, then the player becomes more dangerous that goes beyond the boost in shooting attributes. On the flip side, if a player has the 85, but gets cold then they lose some of their offensive animation and become less effective. Sluggish movements may be more of a result of a certain rating dropping (REACTION would be educated guess) than input lag. That's not even taken in consideration how much time your player spent on the floor BEFORE your opponent started their run.
For the record, I have ALWAYS felt that the NBA 2K series had a slight amount of input or button response lag. It wasn't that long ago where I felt there was night and day difference to button responses when you played online versus offline. Over the years, I might have "trained" myself to it, so it's very rare you'll ever see me complain about input lag.
Input lag can be caused by a lot of things, and some people are just more sensitive to it than others. I normally play on a 65" LG TV. When I played on my brother's 32" TV this past weekend, it felt like my players responded MUCH better on his TV than mine. I'm pretty sure that they are some very technical people on this forum who could give a better answer, but I would just tell you make sure your TV is on "game mode" and have any "motion enhancements" options turned off. Some may tell you playing on a wired versus wireless connection could improve the input lag for online games.
