There is about a 6 point overall range alteration so in terms of overall rating... yes in the scenario you pose.

In a larger range no and rating doesn't exactly determine"better" as many individual ratings are weighted.

At least 2klab did a test and posted a video. Gives us something to work with regardless .

I would like to see testing videos supporting or discrediting their point

What it means is Carmelo Anthony (40 Intangibles) having the same OVR as Kristaps Porzingis is for show and nothing more. 2K was not willing to dig deeper and tank specific attributes in order to get him there honestly.

Melo started the year at 88 OVR and 84 Intangibles. Ya'll can do the math on how much he "actually" changed.

2K throws sheets over ya'll heads on the regular. From a consumer standpoint it is exceedingly difficult to honestly recommend an annual purchase. Speaks volumes that it's 9 months after release and you guys are still playing guessing games about what specific gameplay attributes do.

They've granted ya'll the illusion of change. Keep the masses happy about OVR and they'll smile and nod and say we're doing a good job.
