Ok just popped it in......it's there, HOWEVER, the option only stays up there for FOUR SECONDS, so if you so happened to look away or something you will miss it and automatically go to full timeout.

Ok so that will explain why I never seen it because usually my wife is talking to me or I am talking on the phone while playing the game. So yeah it is there for the 360, just got to choose quickly.

Could it be that the 20s timeout option only shows up when playing "X" minute quarters?

I played a quick game today with 5m quarters, and the 20sec timeout option was nowhere to be seen.

However, when playing 12m qrts, I'm pretty sure the 20 was there. Can't confirm it right now though.

probably more rest however I use full time outs when I need to make a coaching adjustment. I usually only use my 20s when I need to break a run and/or sub in my guys.

I only play on 12 minute quarters and they don't show up. This may be a PS3 only issue.

Well i play on 12 and have never seen the option. 20 sec timouts i use for minor adjustments, full for major.

There is a difference between a 20sec and full time outs. 20sec are mainly used for quick adjustments or when the other team goes on a run on you. Call to calm your team down And to get your players together (that's what they do in real life). Full time outs, are used to get more rest, make alot and the right substitutions, adjust coaching changes, double team setting, etc.
