According to the title yes, but the first paragraph of the OP touched on the issue on a wider scope than simply going towards the rim.

So you see it is a topic of discussion and that example was appropriate.
And you continue to speak of movement and momentum being the issue when the problem at hand is that the "receiver" shouldn't be moving at all in the complained about situations.
The fact that a "receiver" continues moving in the direction they were going is an improvement in the passing game in my opinion. For too many years players were able to stop on a dime and pass at any time with out consequence.
But getting back on topic. Open, stationary players who can shoot should not be cutting.
