First...association settings, I have trades OFF for the CPU, and I have free agent signing/roster filling off too.
For trades it depends...I always like to mirror what trades occur in real-life. For instance, I made the Maresse Speights deal earlier in my association when I was playing as the 76ers, even though Memphis had a healthy Zack Randolph and Darrell Aurthur. At the deadline I take a look at teams who need to make a move to contend, teams who need to make a move to re-build, etc.
I went 1-8 as a user w/ the sixers, and they had the 2nd worst record in the league. Going nowhere fast and with a lot of talented wing players, I moved Igoudala to the Hawks in a 3-way deal w/ Houston. I also tore down the Wizards...trading Blatche to Boston w/ the basis that the veteran leadership will get him in the right direction. Here are some other moves I made using my 30-team control:

Nick Young to the Spurs...
Robin Lopez to Miami...
Monta Ellis to Chicago...
For free agency....you can do a couple of different things and it all just depends on preference. Something I liked and did for 2K10 while controlling all-30 teams was I wanted it to seem like the player was deciding where they were going.
Using different teams I made multiple offers to someone like Carlos Boozer, and made the contract offer the same amount of money, years, etc. In the end Carlos Boozer's offer from Chicago was the same exact offer Miami gave. I did this for as many teams as I could, although some teams did not have the same amount of cap room as others.
There were a few instances where a team offering less money was the player's #1 choice...that whole success/chemistry/loyalty dynamic was clearly at work, and that's what the desired result was...to see a player go somewhere they wanted to, not just to whom was offering the most $$$.
This is basically the way I handle the free agency period now. After the FA period is over, any impact player remaining I try and move to a contender if offering the MLE is still an option.
