Personally, I use Modio since I heard Horizon gives some people problems.
Here's my steps to use these offline files:
1. I first made sure to save a roster file from 2k113; even if its the default, while playing 2k13 unto MY USB [this is solely to view and copy your personal console's id as well as the game id; which is the most important part].
2. Turn off your Xbox, remove and plug your Xbox-formatted USB into your PC; assuming that you've downloaded Hyperballer's offline roster files there, and run Modio.
3. Click on the "Explore a Device” from Modio - it will open a separate window.
4. On the top left, click on “Open/Close Device”
5. Navigate to YOUR saved NBA2k13 roster file by clicking on the submenus. I'm not sure where it is but simply click on the "+" one by one until you've located your saved roster.
6. Once you’ve located YOUR roster file, right click on it and select “Open on Resigner” - it will open another window (the critical part)
7. Within this resigner window, pay particular attention on the console id and game id numbers. [WRITE IT DOWN as these are what you use to rehash your downloaded roster files from Hyperballer]
8. Now, go back onto the main Modio and click on “Open a save”
9. Locate the downloaded offline file that you’ve saved in your PC, it will open the same Resigner window as before, but with different numbers.
10. [Crucial, but yet simple part] Copy both YOUR file’s console and game ids UNTO the OFFLINE file you’ve downloaded. They should be identical.
11. On the bottom-right of the resigner window, click on the “Rehash and Resign” button several times and wait a couple of seconds for it to rehash and resign the offline file.
12. Once all is done, simple click on the “Save to Device” button located on the top right of the same resigner window and simply load it unto your Xbox-formatted USB.
