Nah, every user is only allowed to buy one of those packs total. NWGameDad did confirm that these will be available to buy or sell on the Auction House.

I bought one for eventual AH re-sell. Got Jodie Meeks. His base stats at level 0 are better than any other level 0 UR I have.
