Yeah, the game is done and probably has been for a few weeks now. A BUNCH of people get these games weeks before they are released(not TOO many, but it's definitely not resticted to cover athletes). Scott Van Pelt(I think that's his name, the Sportscenter guy....) had NCAA 2005 a couple weeks early this year(just an example). The game is done, it's just a matter of making the massive amount of copies they need to ship to all the stores while they hand out copies to the rich and famous, yet another perk of being paid ridiculous amounts of money to live a life in sports.

Well it's probably 90% done right now, but the build the guys at EA are working on this exact moment would not make store shelves. If anyone has a copy of the game right now, it's not the finished product and would still have bugs in it.
