I could be wrong but I dont think loose ball fouls and over-the-back fouls count as team fouls. Please correct me if I'm wrong.

All right. I made a joint collaboration with Live and ESPN to try to figure it out.

NBA LIVE 2005 (toronto raptors)
Salary Cap: 43.84 million
Team Salary: 60.18 million
Cap Room: -16.34 million
__________________________________________________ ____________________________________
ESPN NBA 2k5 (toronto raptors)
Salary Cap: 41.00 million
Team salary: 60.84 million
Staff Cost: 6.72 million
Total Cost: 67.56 million
Max allowed: 82.00 million
__________________________________________________ ____________________________________
Then in ESPN I did some experiments:
with the above listed I tried to sign a player, it said
-Do you wish to sign a player up to the exception of 2.95 million.
I did this and then It wouldn't let me sign another player, except for
-You may always sign a player for the league minimum of 325 thousand.

So to piece this all together I would say that Live lets you sign past the cap up to the amount that would be allowed in coach/staff signing.Comment

The NBA works on whats called a "soft" salary cap. This means youre allowed to be over this cap at any point. BUT, in the current collective bargaining agreement, there is also a second cap that is higher than the salary cap called the luxury cap. If a team surpasses this higher cap, and the NBA doesnt make a certain amount of money from ticket sales, merchandising, etc. in a given season that is calculated as a percentage of BRI (basketball-related income), then a luxury tax kicks into effect and the owner of each team above the luxury limit has to pay a tax equal to the exact amount that they are over the luxury cap. Most owners avoid the luxury cap like a plague, but some owners have some pretty open wallets (Dallas, Portland, New York). These caps only apply to the salaries of players, by the way.
Now, how can an NBA team sign a good player in the offseason if they are still above the cap at the end of the season? The answer is exceptions. There are several exceptions that teams can use:
Larry Bird exception - A team can go over the cap as far as they want to when resigning any player that had been under contract for at least 3 years , even if they had recently been traded from another team and are under the same contract.
Another common way teams keep their good players is by extending their contracts before they run out. In the current real NBA, Kirilenko, Cassell, and Sprewell are all negotiating to get contract extensions before the deadline to do so in a week or so.
Mid-level exception - This one is a biggie, IMO, and something missing from Live that has made realistic franchise transactions in the series to this point impossible. If a team is still over the cap heading into the offseason, and most usually are, they are eligible to use about 5 million dollars called the midlevel exception to sign free agents from other teams. They can use it all on one player or break it up for multiple players, as they wish.
Minimum salary players - A team can go over the cap to sign a player for minimum salary, which is calculated based on how many years that player has been in the league. Usually a team will have about 20 or so players on its roster during training camp and the preseason and then will cut players who have unguaranteed minimum salary contracts until they have 15 left (12 active), which is the maximum they are allowed to have on opening day. Typically, youll see 3 to 5 minimum salary players still left on each team on opening day, mostly scrubs.
The rule about going over the cap to sign players for the minimum has been the cause of major bugs in dynasty mode of Lives past. Live would allow all the CPU teams to sign all the best free agents at minimum salaries during the offseason, but not let the user to do the same. I mean you could still sign these free agents at realistic amounts, but they wont sign for the minimum with the user like they would for the CPU. I think this problem has been addressed and fixed in this years Live, however, with their new contract negotiation system.
How come when i get rid of a player my total of money spent on salaries doesn't get lower?

So if I want to sign my created player I'll have to
- Trade big salary players for nothing
or
-Sign him for the minimum (which I am pretty sure he won't accept)
