    no, the rule states you can call it if the play is dead. The game doesnt let you do that

      I don't know, but it might be a timing issue. If you had a pending timeout at that time, or if you called a timeout BEFORE they subbed a player in, but AFTER the other team called a timeout you might have gotten it, but calling it after the fact that the other team subbed someone in, you miss that opportunity. But yeah, you can call a timeout during a dead ball situation. The rule implementation might not be perfect though, and this might be an error on their part. I know you can call a timeout during free throws even if the other team is at the line.

            in ID 2004 ,if your opponent is on the foul line, you can call a timeout(frist b-ball game to do so that i know of),that is a dead ball timeout.... in the nba you can't call a time out once the player is trying to inboud the ball, that is why some coaches have their players step across the line during an inbound pass, it gets you a delay of game call and this creates a deadball situation. hopefully next year this will be in.
