I'd say Kevin Martin overall. Earl Watson is also severely underrated in the West. He doesn't get starter minutes but he is a great set-up guy and he's made countless ridiculous passes that make me rewind twice. He's 8th in the league in assists per 48 minutes.[NYK|DAL|VT]

I'm kinda surprised that everyone is choosing him. I don't know anyone personally or on TV who wouldn't give an accurate scouting report on Kevin Martin. Don't know anyone saying he's a scrub, or even saying he's "alright". Everyone knows he's a great shooter, efficient scorer and has the ability to get to the basket.
But he's on one of the worst teams in the NBA, and that's kind of the end of it. Despite Martin's talent, Sacramento doesn't have an upside right now, so in the present and in the near future, his talent is irrelevant to WINNING, which is what competitive sports are all about.
"Underrated" is when a guy is better than most people think he is.Comment

Thoughts on some guards mentioned so far:
Joe Johnson; Great playmaker who can defend some. Can create his shot against any defender and is a good catch and shoot player as well. Doesn't have a great supporting cast.
Brandon Roy: Has a smooth and mature game. Clever ball handler with a reliable mid range game. Takes long strides to get to the hoop. Has quick hands and feet on defense.
Kevin Martin: Accurate jump shooter with a long wingspan. Hard to cover for any defender. His lack of strength makes it hard for him to play good defense.
Tony Parker: Explosive point guard. Great at reading screens. Quick with the ball and is a very good finisher after contact. Good decision maker, can get into the paint at will, and is a decent help defender. He doesn't have great range on his jumper and he is merely an average one on one defender.
Chauncey Billups: Physical player and a clutch shooter. One of the strongest point guards in the league. Can score in a number of ways and is one of the best defending point guards in the league. Can't break down a defense and create for his teammates like he used to and is a bit more tentative than he used to be.
Mo Williams: Great pull up jump shooter. He'll hit threes and play the screen/roll game well. He overhandles and doesn't deal well with contact. Personally, I'm not a huge fan.
Chris Duhon: Unselfish with good athleticism and defensive skills. Inconsistent shooter and finisher. Missed practices in the past because of his intense partying the night before. He is definitely talented though.
Delonte West: He’s smart and tough, able to defend, shoot, finish, run an offense, and make plays for others. Lacks athleticism. Plays gritty defense and pin point offense.
Andre Miller: A maestro. Miller is a master at putting his teammates in the best positions to succeed offensively. His best trait is his genius-level basketball IQ which allows him to understand exactly what is happening on the court under every circumstance.
His defense is average, as is his shooting range, but there are only a handful of point guards in the NBA better at leading a team than Miller is.
Jarrett Jack: Stocky and doesn't have much athleticism. Makes smart decisions and can execute an offense. One of the better point guard defenders in the league.Comment

Joe Johnson is getting there. Way too streaky.
I think Roman Sessions is a guy who is underrated (Luke Ridnour for the that matter too).

We live in the fantasy basketball era. If you're not averaging 20 points, 10 assists, or 10 rebounds then you are not that relevant. Owning a high basketball iq isn't as sexy as Baron Davis throwing a no look pass. Just the way it is.Comment
