He's certainly part of the discussion and would probably top the list. I'm partial to Erik Morales, he's just one of my all-time favorites.

Puerto Rico has the best boxers pound for pound, or per capita. Something like 59 world champions for an island that has about 4 million people...

both, either/or

Smokin Joe Frazier, for example....he was born in South Carolina, but became a great boxer being trained in Philly from the time he was a young kid. Both of those areas can claim him imo. He wouldnt have become the great boxer that he was without both places.
