For giggles I tried with Valentina, didn't work. Tried again with GSP, and sometime shortly after the fight I heard Rogan yell.

Was it a spinning side kick?
Was it with no CAF's?
Was it with default settings and default advanced settings?

Not sure if they DO effect it but all my settings were default.

Use a fighter with spinning side kick and win KO mode with the strike. You will hear Rogan yell after the finish.

Credit to CyberOps I was trying to finish an online fight with that side kick. Never thought of KO mode

did it on easy and didn't work, i will try again on default normal

won both rounds by spinning body kick on normal difficulty with only snoop commentary then snoop and rogan and still Rogan is not unlocked in any mode,really getting sick of trying anymore,how can it work for some and not others ?

I tried first time and it didn't work but I think that was because it was on easy difficulty.

I tried it a 2nd time on normal and it worked and he was unlocked. I did change my opponent to Pyle the 2nd time as well just to be safe.

On a side note, it still works on KO mode if you drop the opponent health bar down to 2 bars as well so it's a quick and easy KO.

I did it on knockout mode, 1 health bar each, easy difficulty.

I got Rogan from GSP vs Hughes, Sudden Death, 5pts for me, 1pt for Hughes, turning body side kick, and when it went to the post fight a very quiet "Hah, I love it" played.

And he was in my character select forever after.
