Colby wrote an article for Players Tribune that explains most of that.
Didn't like that Oregon State wiped out the coaching staff.
Is from WV and wanted to be closer to home because his grandfather is sick and him, his mom and his grandfather are all they have.
I thought about a number of schools. Louisville was an option with them looking for a replacement for Lamar Jackson. Ultimately he wanted to be as close to home as possible. WVU is closer but they have Grier as we are currently in the 2018 season. Pitt was an option but their offense wasn't as good of a fit. Virginia has HC Bronco Mendenhall who ran a lot of option and spread type stuff previously. Virginia does have a good team and a winnable schedule. Not sure a national championship is in the cards but most of the teams that look like the top tier have QBs. Fromm, Burrow, Tua, Fields, Hurts, Lawrence etc.
In summary, closer to home, no established starter, fitting offense and good conference were the goals.
Great question, I should have posted this beforehand.
