West Virginia is 15th on the all-time win list which makes them the first team on said list without a MNC. However, they've only finished in the Top 5 twice so it's been more about consistency than greatness with them.
Arkansas, Virginia Tech, North Carolina and Wisconsin are a few other programs in the discussion.For Milbut

All-time wins is only part.
Being ranked consistenly, winning your conference, winning bowls, going to bowls, etc.
1. Arkansas has won a national title
2. Virginia Tech was mediocre at best prior to 1995, doesn't deserve to be in this discussion. They were a homecoming opponent for major schools for a lot of their history.
3. North Carolina football is LOL. They haven't finished a season ranked since 1997. They haven't been to a major bowl in 60 years.
4. Wisconsin is admirable but they went from 1963-1992 without finishing the season in the top 25. No dice.Twitter

Yeah, what is it with people on here who can't even do a google search and find out which teams have national championships by a somewhat reasonable outlet?
The Seattle Times list Missouri as the 2007 National Champs.

West Virginia. WVU has the most wins of any D-1 school that has not won the National Championship. At least that's my homer opinion.
