The fact that every pass doesn't magnetize to your stick is actually a good thing. For far too long the player would magically receive any pass that was in the vicinity. Regardless of positioning or what side of the body the pass went to. I hear ya about "NHL players skill etc", but not every pass should be tape-to-tape, nor is every pass completed automatically, as it's been in most every previous version of EA NHL. This to me is one of my favorite nuances of 16'.
At first I agree the movement seemed delayed but it feels more fluid after a few games. I also find this to he a good thing. It makes things less arcade like. You can't just fly around full speed turning and stopping on a dime just to get back up to full speed instantly. Makes you play positions; makes you have to think about your movement to keep you in position.
I haven't noticed any issues with shooting. Again, it feels less automatic and more about feel. About your situation around you, taking into account you can't get an insanely hard AND accurate shot regardless of your position with the puck /defenders around you etc.
Sure there'll still be glitches and exploits here and there. But so far (especially evening out player attributes) I feel like you're really rewarded for playing smart hockey.
