My explanation is that when the PS3 came out the OS was running at around 90MB use of memory. 360 is at 36MB. Motorstorm developers reported the OS memory use has been brought down to around 40MB a couple months ago. I'm sure they wanted to reduce the OS memory size before putting in XMB in-game. Although a bad excuse as this issue should have been done before the PS3 launched. In-game XMB existed before the PS3 launched. For these memory reasons I assume it was taken out. Since that Sony has lagged and focused on other aspects.
Fortunately it seems they are focusing on gaming now.
