To me, there can only be two possible contenders for the funniest character on television EVER.
1. George Costanza- "Seinfeld"
2. David Brent-"The Office" (BBC Version)
It begins and ends with them.I drive a 2005 Toyota Prius Gas/Electric Hybrid. My last tank was 53.6 miles/gallon. Gas prices fear me!

And then, as I watched him struggling, I realized that something was obstructing its breathing. From where I was standing, I could see directly into the eye of the great fish.
Jerry: Mammal.
George Costanza: Whatever.
Cosmo Kramer: Well, what did you do next?
George Costanza: Well then, from out of nowhere, a huge tidal wave lifted me, tossed me like a cork, and I found myself right on top of him - face to face with the blowhole. I could barely see from the waves crashing down upon me but I knew something was there. So I reached my hand in, felt around, and pulled out the obstruction.
[George reveals the obstruction to be a golf ball]
Cosmo Kramer: What is that, a Titleist?
[George nods]
Cosmo Kramer: Hole in one, huh?Blind to this impending fate

I'd have to go with anything that Jerry Stiller plays.... George Costanza's dad in Seinfeld, or Doug Heffernan's father in law in King of Queens... Hilarious.
Retro, I'd have to go with Fred Sanford, and I'll co-sign Ed Norton from The Honeymooners. My favorite one was where Ralph thought that he was going to jail because of a problem with his taxes, and Norton was trying to help him...
Norton: Nothing's gonna happen.... Don't worry...
Ralph: Thanks, Norton, you're a real pal...
*long pause* Norton: I mean, the worst that could happen is they send you to the federal pen!
