From my experience, it depends on the app.
I have a game that reloads everytime I load it, regardless if I restart the app altogether or use the "double tap" technique being discussed.
Other apps always brings me back to where I left off, regardless of whether or not I close the app in the "double click" screen.
But there are some apps that I have that will only bring me back to where I left off if I don't close them in the "double click" screen. If I close them, then the app completely restarts when I open it next time.
I try to always close all apps when I'm done using them. I feel that when I forget, my battery drains faster. But for some reason I was under the impression that apps run in the background if you don't, so maybe it's a mental thing

) and when I was done, I was down 40% (from 90 to 50). However, I never have to charge during the day, whereas when I was on an Android device, I'd have to charge throughout the say. Can't complain too much.
