The difference between these Plains states and ones in the Midwest (Ohio, Michigan, Indiana, Illinois, Wisconsin and Minnesota) is that they don't touch the Great Lakes and therefore don't have the high industrial/factory background like them. Cities like Cleveland, Akron, Detroit, Gary, Chicago, Milwaukee, Minneapolis all have a mill/factory history based on the Great Lakes and natural resources. In other parts of those states there is farming...sure...but The Great Plains is ALL farming.
I can see your point, but being from Nebraska we have always identified ourselves with the Midwest. Honestly, I bet you couldn't tell that much of difference between all of those small towns in Ohio, Michigan, Indiana and in Kansas, Nebraska, the Dakotas....just replace the factory with a grain elevator. FYI...not ALL of Nebraska, Kansas, and the Dakotas are dedicated to farming. I don't live on a farm

So if Midwestern states touch the Great Lakes, where does that put Iowa? I have a hard time with any philosophy that doesn't define Iowa as a Midwestern state, as you really can't get any more prototypical "Midwestern" than Iowa.

My suggestion would be this: Define Ohio, Michigan, Indiana, Illinois, Wisconsin, & Minnesota as "Great Lakes states". Define Iowa, Missouri, North Dakota, South Dakota, Nebraska, Kansas, and Oklahoma as "Plains states". And then, the Midwestern region can be defined as being made up of the Great Lakes states as well as the Plains states.

Iowa was the first state to follow the path of the Northwest Ordinance (which made the states of Ohio, Michigan, Indiana, Illinois and Wisconsin).

In 1834 the land that would become Iowa was attached to the Michigan Territory. In 1836 as Michigan prepared for its own admission as a state, Iowa was transferred to the Wisconsin Territory. Eventually Iowa was dropped from Wisconsin territory when Wisconsin became a state. Finally, when Iowa met the criteria of the Northwest Ordiance, it too became a state.

The Northwest Ordinance was probably the most defining act that binded a group of states together in U.S. history. It specified all kinds of laws, cultural norms and other issues that would link the states of the Midwest together from that point on.
