Both, clearly. Michael Jackson was Michael Jackson, you can't split him up and choose to ignore one side of him over the other. Even before the molestation charges he was considered odd, though in a more playful manner obviously. His rise in popularity happened to coincide with the rise of media coverage in the world so we knew more about him than any other icon previously. Consider he is practically the godfather of MTV and before MTV it was not uncommon to have no idea what the musicians of your favorite band looked like, let alone what they did on their own time. And Michael's bad publicity came at the height of his popularity rather than when his music career was long over and there was some seperation between MJ the entertainer and MJ the retired psycho.
This poll is essentially pointless since it's assuming a black and white populace with no room for gray. Both answers are wrong in this case. It's like asking if OJ will be remembered for being a great football player or for being a suspected murderer. Or Pete Rose as the hit king, Pete Rose the disgraced gambler. From here on until Michael Jackson is irrelevent, whenever a group of people get together and discuss his musical genius there will always be someone to say "yeah, but he was a pedophile."
