Found link. Tested it and nothing. Doesnt even boot up. The motherboard doesnt seem to have a power button on it either. Only thing in it is CPU, Heatsink and PSU. Nothing happens at all. PSU fans usually don't make that much noise or push a lot of air.
I tested a working PSU on a dead motherboard I had lying around and it did exactly what yours is doing. nothing comes on at all, not even the PSU fan. unless you have a known working motherboard or known working PSU lying around to test, I would say its the motherboard that is dead.
what you could do, if your able, is take your PSU to another PC(a friend or family) and connect your PSU to their motherboard, and/or take your motherboard and connect it to their PSU and test it.Comment

yeah, it seem strange to have 2 dead mobos on arrival like that. of all the PCs I've ever built(for me or other people), I've never had a mobo dead on arrival like this. I've had some short out after some use, but 2 brand new one like this is odd.Comment

Some people use grounding wrist straps so you don't hit the board with a static pop which can damage components. Now it is not recommended to not ground yourself some how before fooling with computer equipment, but I never wear a wrist strap and have never damaged a component but have heard it can happen.Comment
