At the menu's everyone's game has that line scrolling through and the screen is jumpy correct? Just want to make sure it was designed that way and I don't have a messed up copy.

Yes, that is correct. Your copy is fine. Also during the loading screen you will notice that the six axis controller can be used to move the image around.

Its very helpful, it allows you to talk just to your squad mates no matter where they are on the map, and if your squad leader is alive, you can spawn in next to them.
