Your analogy doesn't really fit. Regardless if you take issue with the early DLC like this or not, how do you not see the difference in something released 6 weeks post launch and something released a year later?
Those timelines do matter unless we're to believe Insomniac games can storyboard, design, code, test, debug and pack a major content update so quickly after the street date. Because if they can't then that leaves the only rational explanation as being they decided early on to carve out/separate some part of the overall story and allocate manpower as needed. Which to me means they cut content. Whether by means of actually peeling away parts of the finished story/side missions or intentionally setting aside a series of content for later release while they were working on the rest of the game...Either way, the route they took may be different but the overall strategy was the same.
