      You can try changing the power plan to high performance, and ryzens have their own power plan also. Try changing to one of those if you havent already.

            Not an expert, but I've had to figure out a few things over the years with PC's. In my limited experience stuttering is usually caused by some kind of memory problem (either RAM or GPU). I would definitely try re-seating those components and see if it helps. If not, I'd also verify that you have the Ram sticks in the correct RAM slot on your Motherboard (it can make a difference).

            If that doesn't work, if you still have your old system (the one that runs those games better) try switching out some of the components. Try the GPU & Ram individually to see if you can narrow down the problem.

            Is this a new build with a day 1 problem, or is this something that just started? Did you build it yourself or from somewhere?

            Are you only experiencing these issues online? (you mentioned CS:GO, youtube, netflix).

              New build with issues since day 1.

              Built by my brother, who understands PCs but he moved away and even on the phone he doesn't care cause he's the "it's not mine so I dont care" type

              RAM is in slot 2 and 4 so I'm no sure what the problem is there.

              Maybe the RAM or 1080ti are defective, which sucks cause I'll have to send it in and I've never done it before. Hopefully it doesn't take to long.

                2 & 4 should be right.

                Possible they are defective. I wouldn't completely rule out the processor either though. My experiences have always been caused by memory, but someone mentioned their AMD running slow. I've always used intel processors so I'm not sure how to fix that if it is your problem.

                Have you tried Toms Hardware/What did they say?

                  Yes I did but no response yet unfortunately.

                  Saw that a PC store check it for you so I’m going to just pay the 150 and have them check it.

                  Bought it in October so hopefully the warranty is easy peasy... don’t want to wait a month for my ram or cpu

                    Before you go through that, post a video clip of the "lag and slowness". I'd like to see what your experiencing. I'd like to think it's something easy enough we can fix.

                        No one else asked it so I’ll say it, did you plug your monitor into your GPU? A buddy of mine had a new build and when I went to “fix it” I moved the HDMI cable from the mobo to the GPU.

                                You could always use ShadowPlay from the nVidia GeForce Experience. It's easy to record with and can upload to YouTube straight from the interface.
