I agree, would love the world to be more alive and more interactive. But I've been having a great time. I never care about 100% games, but I might just go for it here, and then start with the free roam chaos after it's all said and done.

The world is not as alive as GTA, nor Watch Dogs. It does have NPCs walking, sitting, taking selfies, drinking, but it's nowhere near the GTA/WD standards sadly. Hopefully it can be improved with patches.
Unlike SR2, the world is less dynamic. You can see on the side of the road a car that was pulled over by a cop, or 2 cars after a crash, or a flipped over car and an ambulance/tow truck. This is a nice touch, but it isn't dynamic, they would just say a thing or two and keep standing there, won't get in the cars or anything. And I don't remember seeing anyone gets in or out of cars, unless it's a chase and you got out of your car. But not when it comes to random NPCs (unless you scare them off, but they'll never get in it out if a parked car), as far as I can remember. Not sure if it's in the game.
You can use 2 emoties (as far as I know) to interact with NPCs, but they have very limited responses. It's nowhere near what you can do/see in WD2.
I do love the action, though. Cop/gang chases are awesome and being able to get on the car roof makes it fun. Shootouts are fun as well, and I've seen cops fighting gangs randomly, so there is that level of dynamic world.
You can tweak a lot of settings to customize the game to your likings. The map is beautiful, there are many things to see, some hidden little surprises here and there. Vehicle variety is nice and vehicle design is definitely better than any previous SR games, and better driving model, in my opinion.

By the way, this game has an interesting vehicle damage model. If you hit a wall at high speed, you won't get that much damage with the first hit. But if someone hits you from behind or front you will see a very nice dent that shows a nice soft body damage, even if they hit you at low speed. Far less damage for side hits, though. But if you hit someone head-on you don't get a lot of damage on your car.
Scratches and marks look nice, but it seems like the vehicle body is broken down by "hit" locations. So if you scratch another car you get a "squarish" area scratched, or maybe it's only on PS4?
Either way, nice driving model, even if not that realistic. Driving off road in the desert with an oldie muscle car reminds me of Dukes of Hazzard - with the dust flying and suspension working, really really fun! And you can install off-road kits for improved handling/traction in the desert.

Graphically, like all SR games, the graphics are somewhat dated. Looks nice and the scenery is beautiful, but GTA on PS4 looks better. Not sure about the PS5 version, have not seen it in person.

Sounds like it. Anyway, even with its shortcomings the new SR has a very fun gameplay, I find it addictive. Even if you mostly drive and execute targets, it's still pretty varied.My Specs:

Nice detail: if you look with your phone cam zoom in on car tires, you can see the maker and the small text found on real tires, and in the middle the car logo. I think if it's the purple default SR vehicles, the logo in the middle will be the SR logo. Not sure, but I saw it on one car.My Specs:

I like it that when you hit cars, some of the drivers (probably 1 in 10 or 1 in 8) will actually come after you and hit you back. And may even try to pull you out of your car and beat you up. Some of them have guns so it makes it even more intense. Maybe I can get one of these drivers to become aggressive next to a cop car and then see what happens. Not easy to pull off, but possible.
Last night I started a fight with The Idols, then some pedestrian called the cops and they came and started shooting both me and the gang. Then some chases and so on and on...can easily spend an hour or 2 doing just these.
But the city itself is so impressive, those little country/small towns with the noen-lit store fronts and unique buildings are just so beautiful. A lot of care went into creating the map. Apartment buildings actually have signs with the name of the building, just like hotels/motels/small businesses etc. It's so varied and realistically created. Just wish we could go into some of these buildings. Found some random garages on the way that you can walk into, but there's no one there. Also found a couple of bars (probably those from the story) that you can go into, but just a few people there.
So many little things to look at, the map is filled with nice murals/statues/unique structures and elements, I don't know where to look at first. The Vegas/Reno-like area is gorgeous, drove there last night while delivering a truck with the dangerous green barrels, and just enjoyed it so much. When you drive slowly or walk on the streets and look around, you can really appreciate the hard work that went into creating the map.My Specs:

The play as anyone system didn't work for me because I don't want to be anyone, I want to interact with anyone and them respond dynamically. Also, the city under siege scenario ruined it for me because the city was less alive, and why I liked WD2 much more. London was also boring because it was just a big chunk of concrete jungle (as London is) and the map became boring to me as well.

I guess it depends on your preference and what's more important. For me, when I play these open world/sandbox games, story is not that important, but gameplay and especially how living-breathing the world is, is much more important.
So even though I prefer WD and WDL's stories over WD2's, the world in WD2 is so much more alive and fun to interact with, for me. It's not even close. Again, a matter of preference.My Specs:
