Keep in mind that developing/porting between systems has less to do with sales numbers than you might think.
It has more to do with production cost. In their current situation, if EA built one engine with the technologically superior Xbox in mind, it might have a rat's next of things to untangle before it could be ported "down" to a less capable machine.
At the moment, this approach works doubly well for EA. Sony's machine is much more popular, and so they can code for that, and rest assured that the Xbox can handle anything they port "up", so long as it's handled well in the process.
However, I've never spoken to a single developer who hasn't said that the the Xbox was easier to write for than the PS2. Microsoft's XNA architecture will likely make that advantage even greater as it steers more towards current industry standards then Sony's new "hardware testbed" approach (which is proprietary in nature). If, as it's been speculated, PS3's Cell system is more effectively powerful than the Xbox Next's triple PowerPC core - it's not unreasonable to suggest that developers like EA may optimize code for the Xbox Next and then port it to the PS3.
