Probably not. They get soft inside a kid's mouth very quickly, and he can chew them with his gums with no problem and no pain.
Just be sure to give him only one or two at a time. If you put a pile of them in front of him, he might stuff his mouth with them, forming a gooey mass that could get stuck in his throat and cause him to choke.
Also, be sure that you quarter any solid food that's cylindrical in nature, like a hot dog. A hot dog is almost the exact size of a kid's windpipe, and non-quartered pieces of hot dog can cause a kid to choke very quickly.
