          My first thought was that it was algae and my assumption ended there. Instead the government and health officials got involved and spend lord knows how much money doing tests to find out it was...algae...jibblet heads

              If algea does something it's never done before and is a different color than normal...you don't just shrug your shoulders and just go "It's Algea."

              By that logic, if neon green dogs start stealing cars the reasoning behind it is "It's just dogs"

                Neon green dogs in general would be creepy, let alone stealing cars. That's quite an abstract thought.

                I can buy that maybe it was rotting, so that's where the stink and color comes from (then again, not the color because no one has seen black algae before [I believe] and we've seen a ****load of algae in our lives -- at least people who study it). But why is it hairy? Granted, I didn't see the stuff up close, but what is the hair? Couldn't they get some DNA off it and see what kind of animal it comes from?

                Still a lot of unanswered questions to me.

                    It's algae.
                    It's happening in bodies of water all over the globe. String algae....heck at the end of the summer some of the lakes here upstate look like they have neon green-blue paint thrown into them....and it stinks if you disturb it.
                    It's been happening for years...but I must admit....the last 3 or 4 it seems more prominent.

                            Well, rising worldwide CO2 levels certainly could cause more algae (And other plants) to form across the globe as plants thrive on increased CO2, so it would make sense for there to be more algae nowadays.
