Ah yes, I remember playing touch football with my friends using the nerf turbo when I was a kid. One time one of my friends accidentally through it over the fence into my neighbors yard and their evil Doberman Pinscher ate it, quite literally as I only got half of it back. I also had this other ball that was a basic nerf football that was surrounded by a thin layer of foam rubber or something that had holes in it to give a better. This was at least 18 years ago and I have no idea what it was called.

is it inflated or no?

Not inflated, just fully encased in rubber. It's foam inside, with no positive pressure, but it's not as squishy as a naked nerf.
