It's not going in a parking garage:

The image will appear in front of the city's Pauline Johnson Elementary School[.]

So basically, someone might swerve to avoid this and hit an actual child.

I though the point of speed bumps was to make the driver slow down, not push the petal to the metal

If I had some free time and lived there, I might drive there, slam on the brakes, and then not move. I would call 911, find out why a deaf girl is in the street and not moving. I then wouldn't move until the girl got out of the way.

Haha those liquor stores are everywhere here in phoenix. I think they would have been better off staging a police car by there.

I can't believe that not only was there someone that came up with this, there were others that thought it was a great idea enough to finance it.
