All this would do is simply have the police monitor the place a little more, correct? I don't see that as a remedy.

Complain about crime to the apartment complex and get your neighbors to do it as well. Get them to dish out some money for security.
I believe this would be a failed attempt as well because I doubt an apartment owner would pay money unless mandated by a court order/police. I think you mentioned it but if you (LilBently...I remembered your old name :wink took it to court it would probably significantly improve the security if you won.

It's hard though...especially when I got my neighbor playing their franchise across the street...maybe I will occupy myself with Glamore Magazine.

Not only that but that S.O.B family sued HER for assault and endangerment because the guy had asthma. Being it was illegal to carry mace or pepper spray in the suburb she lived in, she was charged with carrying an illegal weapon and concealment.
Un-freaking-believable. That's all I have to say about this.

Police presence is a great preventative measure. If police are right there in a marked car in the apartment complex they can prevent the crime and if by chance one happens they'll be right there to help the situation.

Apartment complexes do this all the time on their own merit. They want their property to be safe and they want tenants to feel safe. What happens when people don't feel safe? Well look at the OP, he wants to leave. These complexes don't want bad tenants and they want their tenants to have a good experience with the complex. Therefore they will spend some money to ensure they have a better retention rate and they'll get other people moving in based on referrals.

If they do nothing it's a stupid business decision.

That surprises to me to an extent, as usually I would assume profit margin would be small to a degree with tenants not paying rent not to mention the upkeep to the apartments, building, landscaping, etc. I assumed money was a priority and the owners did as much as possible to avoid spending it.
