The body doesn't work that way. When you activate nerves on one side of your body, you also activate the nerves on the other side (though not to the same degree). So if you're only actively working out with your right arm, the nerves and muscles in your left arm are actually getting some activation as well. This is part of the way the body maintains homeostasis.
You can be slightly out of proportion because of this, but not to the level of that guy.
