Yeah, it's definitely a weird sensation. I think the intensity of the "tingling" is directly proportional to the degree to which circulation is cut off and for how long. That is, the longer and more completely the circulation is cut off, the more intense the sensation. I'm not an expert of physiology, but my best guess is that the sensation is due to the engorged blood vessels (due to the fact that they can't drain properly) putting pressure on nerves which generally run adjacent to them.
One time I was laying on my stomach on my bed and then hopped off suddenly without fully realizing my lower legs had fallen asleep and nearly fell backwards because they wouldn't immediately support my weight.
