The on ramp is for entering into traffic when it is safe to do so.
If there is a merge lane.....THAT is for accelerating to highway/parkway speeds.
No merge lane on ramps may even have stop signs on them and are not designed to gain highway speeds.

I'm confused on what you're trying to say? On ramps are designed for you to gain speed as it usually turns into a merge lane and then you get into the right lane.

If there is a merge lane....then you are not actually entering onto the highway from the on ramp...you are entering into a merge lane which lets out onto the highway.
If you are on an on ramp which spills out directly onto the highway, there is usually a Yield sign and if not....the vehicle on the Highway in the right lane ALWAYS has the right of way to the lane(since he's in it) and the vehicle entering must slow or stop until he can safely enter the flow of traffic.
....and then there are the quite common on ramps in N.Y., the ones with stop signs at the end of them in which you must...you know...STOP....so accelerating to highway speed is not pragmatic.
(this one is not N.Y.C. ....but what you see a lot...and I know a lot of people think that stop sign is for the vehicles on the highway so that the on ramp vehicles can do 65 right onto the highway...but NOPE!


However.....if there is no stop sign...and nobody in the right lane approaching the entrance ramp area....yes....enter at highway speed by all means!

I hate freeway entrances like that. They do seem to be phasing them out whenever possible around here. This one looks like a death trap.

That looks horribly dangerous if the cars on the highway are going above 40 mph. Denver has stop lights at all of the on ramps that turn on during rush hour to facilitate merging, but they are far enough up the on ramp that cars can still typically reach highway speed by the time the ramp converts to the merge lane. In instances of regular traffic, I was always taught that you should be at merging speed by the time you reach the merging lane. So in that case, the on ramp is designed to get you to highway speed, not the merge lane.

I suppose it could depend on what city you live in, but I also get annoyed when people are not at highway speed by the time they reach the merge lane, because it causes those already on the highway to slow down in order to let someone in. This usually causes unnecessary traffic slowdowns, and often times wrecks.

I've never seen a stop sign or a light at a ramp for a highway. In driving school they taught us the ramp is to get you to highway speeds.

In Cali out here in LA certain on ramps have stop lights but they are only on during morning hours with traffic. It's red and alternates to green every few seconds. The sign says 3 cars per green only.

But there aren't tons of em everywhere.
