Honestly never encountered that myself, but I believe it's a nervous behavior or one that develops out of boredom with dogs that are excessively crated. Not sure what to do there, but I can reach out to some folks and ask. With that said, typically when there's a behavior you're trying to coach them away from you try to redirect their attention. Try to note 'when' the pup does it, and either engage the pup in another activity when he does it such as a game of fetch or give them something else to do along those lines and always treat them after they engage in the other activity (never before). If it's occurring when the pup is crated, I'd try giving them a play toy with peanut butter in it (Kong toys are great) to keep them busy and keeping them crated as little as possible.

Most of what I deal with is house training, and teaching dogs not to be fear aggressive which means a lot of leash training at the house around my pups and walks in the neighborhood, all primarily focused on attention redirection + positive reinforcement through food/treats.

Its most likely boredom. Does he have toys he plays with? Maybe find him something he really likes. More walks or just more play would probably help. But getting him a toy that he loves will help a lot.

Thanks guys, he was excessively crated before he got to us. He gets plenty of exercise, the tail chasing sometimes seems born out of anxiety. For instance, my 5 yr old and I are rough-housing dino doesn't like that and might start chasing his tail.
