      It's weird how the law works. But I just saw that it's not a crime if the owners don't call it in lol. Obviously in this situation their not.

        It's actually simple: for every crime you need a victim and a suspect to prosecute. If people don't mind having their property painted then there is no victim and no crime.

        There are millions of examples including domestic violence.

              I'm not trying to derail but yes you do.

              For example: The victim in the case of a drug charge is the State of North Carolina (let's say the charge took place in NC)

                  Great points. I totally get that the people would have to complain/press charges.

                  I've realized that the hype/news about Banksy just annoys me, so I try to avoid it...Doesn't impact my life, so let him do as he wants.
