Whats the word origin of Trolling?

Is it like fishing for a response. Like me and my buddy used to go trolling for Northern Pike with some spoon lures and a trolling motor.....

Or Is it being like a troll. You know like a nasty little dwarf that hangs out under a bridge and bullies people he sees?

I assumed it was fishing for a response, but sometimes trollers are referred to as trolls and that would be the little nasty dwarf in its singular form.
