Jokes aside, I'm assuming you're asking how to create a new thread, as opposed to a new post.
There is a secret formula (perhaps even slightly randomized) that OS uses for new posters before they are allowed to create threads. This reduces instances such as spamming, and gets new users integrated into how the site most appropriately functions. Plus, it gives you that extra chance to attempt to try and seek if what you're writing about already exists somewhere in the forums while you wait to be instated into "white name" status.
Anyway, that formula is likely some combination of time and number of posts made. So, keep posting regularly, and eventually you'll be granted that luxury.
