I think they value a certain amount of stability...at least more than it seems.
Sure, they buy what/whomever they want, but they've kept a solid core together for more than a couple years.
Aguero, Dzeko, Silva, Kompany, Milner, Toure, Hart, etc...sure, they have been purchased, but they've also stuck around...City seem to desire actually building a team that will last, rather than a new team every season...and it's not too far to think that they saw Toure as a big part of that. He is viewed as a unique talent with unique qualities.
They may have learned from other teams that have not consistently benefited from frequent and significant roster fluctuations.
It's easy to think "well, they're City...they should just go get someone new"...but I don't think that's really their overall MO. They are established now, and I would expect them to tinker for several years, rather than overhaul...unless disaster strikes or a new Mourinho-esque manager comes in and wants a facelift.Comment

It won't change that much, now there might be 1 more group of death than usual. At least a couple of the pot 1 teams are going to be weak.
It will probably end up hurting the weaker clubs more than anything else. The same clubs will still be advancing to the group stages.Comment
