    But there is never a situation in the NCAA basketball tournament where both teams dribble the ball at half court because they know they are both through and if they lose, they could be eliminated. That situation exists in this format.

      That's true. I think the group of 3 is an awful idea, and that 48 is an awkward/terrible number.

        Yeah as was said earlier, 8 groups of 5 would work better - much less chance of the above scenario happening. Or you double it, lengthen it by a couple weeks, and go to 64 with 16 groups of 4 and Europa League style 32-team knockout stage. This in between stuff is silly.

          Personally I'd prefer 32 over 64, but they aren't going down from 48.

            The only way to avoid any sort of collusion/unfairness is an even number of teams in the groups. 48 would be kinda almost fine if it was 12 groups of 4, but then there would be too many games, and time constraints for the tournament would be a problem.

            Heck, there's no "best solution", because 32 was perfect. They ruined it.

              I mean, the "best solution" is sacking nearly everyone currently involved with FIFA and rebuilding it to be an actually progressive and helpful organization.

              Obviously that isn't going to happen.

                  Regarding the 48 team expansion, it is possible that someone at FIFA previewed the "USA missed the World Cup" TV commercials and decided that this should never, ever happen again.
