I think it's there for two reasons:
1. Because it's in the real game.
2. To give the USER some time.
I'm not sure if the CPU uses it. Haven't taken long enough to pitch to find out but I do know that facing Roy Halladay (which is demoralizing enough), he decided to take his sweet time throwing a pitch with a runner on so I called time to collect myself. He was making me nervous just standing there.
