EA says they have international scouts who do the ratings.

I want to know which scout decided Mattias Tedenby's speed is a 70. Also does he still have a job ?

Yeah that was why I didn't notice. I was playing an OS Matchup game and went through their lineup only to see Mike Smith and their other backup listed, so I figured he wasn't on their roster.

In my update, there are some doubles of some players. I can't remember all of them but there's quite a few, mostly goalies that I noticed. It's got the real player on the appropriate team and their double in Free Agency.
